Construction Suspended

I have written numerous times about the property in the Condesa neighborhood where I used to rent an Airbnb apartment.  The building suffered structural damage in the 2017 earthquake, was finally torn down, and then, in the last year construction of a new building began.  The last few times that I have passed by, they have been excavating the foundation.

A couple days ago I was in the neighborhood, and I saw a sign on the construction barrier that had not been there before.

The banner from the Mexico City housing department says, "This property was affected by the earthquake of September 19, 2017.  It is being reconstructed with private investment."

But then, next to it is this sign...

"Suspension of activities for violating the applicable legal provisions."  You frequently see these signs on businesses, restaurants and construction sites due to some infraction of city regulations.  They usually disappear after a while... either the problem has been rectified, or the right person has been bribed.

I was able to look at the site through the gate.  No work was being done, and they have not progressed beyond the excavation stage.  However there were a couple of workers inside.

I had not seen that large, round thing before.  I wonder if that might be a cistern, something most apartment buildings have to store water when there is a water shortage.

The next time I am in the neighborhood, we'll see if the "Suspension of activities" sign is still there.
